Encroachment Permits Pre-Approval

An Encroachment Permit is required when a person or entity wants to perform work or place objects within the public right-of-way or on public property, such as streets and sidewalks in Lakewood. Property owners and licensed contractors can apply through OpenGov.
Step 1: Submit Your Permit Application
Log in or register at OpenGov and go to the Public Works Department
Create a new Encroachment Permit Pre-Approval Application
Specify the project type under Project Description.
Sign the digital Acknowledgement
Upload plans and supporting documents
Step 2: Application Review
Staff will review your application for completeness
If something is missing, staff will contact you
Once approved, you'll need to submit to LA County Public Works Department at Epic LA.

Plan review starts after all required documents are submitted
Timeline: 2-3 weeks depending on project
If corrections are needed, staff will notify in writing or within your OpenGov case file
Upload corrected plans in the “Attachments” section
Step 4: Permit Issuance
Once permit is approved, LA County Public Works and the City will proceed with permit issuance
You'll receive either stamped plans, declarations, or other approval
Instructions for pre-construction meetings and associated inspections may be provided
